The State encourages enterprises to go overseas to research and develop renewable energy and new energy

The National Development and Reform Commission (NDRC) and the Ministry of Science and Technology (MOST) recently released the "International Cooperation Plan for Renewable Energy and New Energy Resources," marking a significant step forward for Chinese energy firms. This initiative not only allocates dedicated funding to support the plan but also encourages domestic companies to establish research and development (R&D) centers or bases abroad, fostering global collaboration in the renewable energy sector. Chinese energy companies have already taken steps toward international R&D partnerships. For instance, CNPC has partnered with Kazakhstan to set up joint R&D facilities. However, these efforts have largely focused on traditional energy sources rather than cutting-edge renewable technologies. Despite this, the global energy landscape remains heavily dependent on fossil fuels. According to recent data, 74% of the world's total energy consumption still comes from coal, oil, and natural gas. In China, foreign oil dependence has risen steadily, climbing from 42% in 2004 to 47% in 2006. These figures highlight the urgent need to accelerate the transition to renewable and new energy sources. The newly launched plan outlines five key areas of focus, including solar power, solar-integrated buildings, wind energy, and the development of natural gas hydrates. It also emphasizes a “going out” strategy, urging Chinese enterprises, research institutions, and universities to participate in large-scale international projects related to renewable energy. The plan supports the establishment of R&D centers both domestically and abroad, while promoting technology transfer between developed and developing nations. In addition, the initiative aims to attract major international energy corporations and private investors to invest in China’s emerging clean energy sector. This move is expected to strengthen China’s position as a global leader in sustainable energy innovation and contribute to long-term energy security and environmental protection.
