Food plastic packaging companies face life and death test

Since January 1, 2008, China launched a comprehensive inspection of food-related products that failed the QS (Quality and Safety) certification, including 39 types of plastic packaging, containers, and tools. This initiative aims to ensure that only safe and certified products reach the market. Industry insiders estimate that this system could reduce the number of unlicensed food plastic packaging manufacturers by more than half. According to the AQSIQ (General Administration of Quality Supervision, Inspection and Quarantine), the enforcement will be strict. From January 1st of this year, any product that fails the QS audit will not be allowed to bear the QS logo. Products manufactured without the logo after that date will be prohibited from being sold or distributed in the market. Companies found selling products without the logo may face penalties. As a result, many businesses started their QS audit preparations early in 2007. “We passed the review on December 28, 2007,” said Shen Lan, manager of Beijing Lanjie Industry & Trade Co., Ltd. “We invested over 2 million yuan just for the audit.” The QS audit has very high standards, especially for food packaging. For companies that previously operated under general factory standards, this was a major challenge. Shen added, “From the warehouse to the factory building, we had to completely renovate.” Compared to Lanjie, some smaller and less competitive companies have struggled. Many are small-scale and operate with low profit margins. According to Wang Yongren, director of the plastics section of the China Plastics Association Expert Committee, only nine companies in the plastic woven bag industry have passed the QS audit. “The implementation of the QS system is beneficial for industry consolidation and will eliminate outdated production capacity,” he said. However, he also pointed out that the current supply cannot meet market demand. Plastic woven bags are mainly used for packaging flour and rice, so a shortage could cause serious problems. Currently, the AQSIQ’s unlicensed investigation focuses on 28 types of food products. The audit for food plastic bags has not yet officially begun, but a 1–3 month transitional period is expected. “The QS logo hasn’t been checked on the market yet. Our current stock consists of last year’s goods, and customers don’t specifically ask for the QS logo,” said Li, owner of Fairview Land Wholesale Market. In contrast, Beijing Yanqi Central Chemical Co., Ltd. primarily serves food factories and supermarkets. Pan Jiayi, from the company’s general affairs department, noted: “Some users already require the QS logo, especially large food factories that need special trays with the logo.” He expressed optimism about the future of the QS system. “If the audit process can be implemented sooner, it would benefit certified companies more,” said Liu Guanqing, chairman of Shenzhen Xunbao Investment Development Co., Ltd. His company passed the QS audit in August last year. “With stricter enforcement, counterfeit and substandard products will eventually be removed from the market.” Shen Jie of Lanjie Company shared similar concerns: “For years, we’ve been competing with low-quality products. If we only compete on price, we’re at a disadvantage.” However, some small companies that can’t pass the QS audit are preparing for a different strategy. These companies are small and lack the resources for significant improvements. A Beijing-based producer of disposable plastic bowls told reporters, “It would cost nearly 200,000 yuan to pass the audit, which most companies can’t afford.” “As long as enforcement isn’t strict, someone will buy it, and I’ll still dare to produce it,” he said, reflecting a common sentiment among non-compliant businesses. Dong Jinshi, an expert from the National Environmental Protection Product Quality Supervision and Inspection Center, stated that currently, 1,280 companies in the food plastic packaging industry have passed QS certification. To meet market demand, this number needs to reach over 1,500. He believes that in the long run, the QS system will continue to tighten, and those who fail to meet the standards will eventually be eliminated.
