The first pesticide emission control standard was released

On April 14, a reporter learned from the newly established Ministry of Environmental Protection that the first batch of four national environmental protection standards was recently issued. Three of these standards are specifically tailored for the petroleum and chemical industries. They include restrictions on the discharge of pesticide-related water pollutants, a ban on the release of coalbed methane, and stricter limits on emissions from heavy-duty gasoline vehicles. Among them, the "Discharge Standards for Water Pollutants of Heterocyclic Pesticide Industry" marks a significant milestone, as it fills a long-standing gap in China's regulation of pesticide emissions. In an interview with reporters, an official from the Ministry of Environmental Protection explained that the purpose of releasing these standards is to enhance the control of pollution sources and strengthen the national system for monitoring pollutant discharges. The new standard for heterocyclic pesticides was introduced following the Ministry’s initiative to develop national emission guidelines for the pesticide industry. It addresses the unique characteristics of the production process, pollution control technologies, and emission patterns specific to this sector. It sets strict limits on both conventional and industry-specific pollutants for existing facilities and new projects. In addition to the pesticide-related standard, a series of other emission regulations for different types of pesticides—such as organophosphorus, pyrethroids, carbamates, and others—were also released. These are the first comprehensive set of national standards in China for the pesticide industry, significantly improving the country’s regulatory framework for pollution control. Two additional standards related to the petroleum and chemical sectors were also announced. The "Coal Bed Methane (Coal Mine Gas) Emission Standard (Provisional)" introduces strict rules against the discharge of high-concentration gas from coal mine drainage systems. This is the first time China has implemented mandatory measures to control greenhouse gas emissions, setting a global precedent. The implementation of this standard is expected to boost the utilization of coalbed methane, generating both economic and safety benefits while supporting China’s broader energy efficiency and emission reduction goals. Another key standard, the "Limits and Measurement Methods for Exhaust Pollutants from Heavy-Duty Vehicle Gasoline Engines and Vehicles (Phase III and IV in China)," updates current emission rules for heavy-duty vehicles. It lowers emission thresholds, improves testing procedures, and introduces requirements for the durability of emission control systems, in-vehicle compliance, and the installation of on-board diagnostic systems. The first batch of these national environmental protection standards was jointly issued by the Ministry of Environmental Protection and the General Administration of Quality Supervision, Inspection, and Quarantine. This marks the first time since the establishment of the Ministry of Environmental Protection that such national-level environmental standards have been officially released, signaling a major step forward in China’s environmental governance.
