The first pesticide emission control standard was released

On April 14, a reporter learned from the newly established Ministry of Environmental Protection that the first batch of four national environmental protection standards was recently released. Three of these standards are specifically tailored for the petroleum and chemical industries. They include setting limits on the discharge of pesticide-related water pollutants, banning the emission of coalbed methane, and reducing the emission thresholds for heavy-duty gasoline vehicles. Notably, the "Discharge Standard for Water Pollutants of Heterocyclic Pesticide Industry" fills a critical gap in China's regulatory framework for pesticide emissions. In an interview with reporters, an official from the Ministry of Environmental Protection emphasized that the release of these standards aims to enhance the overall control of pollution sources and strengthen the national system for monitoring pollutant discharges. The heterocyclic pesticide standard marks the first nationwide regulation issued after the Ministry began developing discharge guidelines for the pesticide industry. It addresses the unique production processes, pollution control methods, and emission characteristics of heterocyclic pesticides, setting strict limits on both conventional and industry-specific pollutants. Moreover, this series of pesticide-related standards covers various categories such as organophosphorus, pyrethroids, carbamates, amides, phenoxy carboxylic acids, sulfonylureas, organic sulfur, biological, and organic chlorine compounds. This comprehensive set of standards is the first of its kind in China, significantly improving the country’s ability to manage pesticide pollution. In addition to the pesticide standards, two new emission rules for the petroleum and chemical sectors were also introduced. The "Coal Bed Methane (Coal Mine Gas) Emission Standard (Provisional)" prohibits the discharge of high-concentration gas from coal mine drainage systems. This represents the first time China has implemented mandatory measures to control greenhouse gas emissions, showcasing its commitment to global climate action. The standard is expected to boost the utilization of coalbed methane, generating economic and safety benefits while supporting China’s broader energy conservation and emission reduction goals. Another key update involves the "Limits and Measurement Methods for Exhaust Pollutants from Heavy-Duty Vehicle Gasoline Engines and Vehicles (Phase III and IV in China)." This revised standard lowers emission limits and improves testing procedures, while also requiring enhanced durability of emission control systems, in-vehicle compliance, and the installation of onboard diagnostic systems. These four environmental standards were jointly issued by the Ministry of Environmental Protection and the General Administration of Quality Supervision, Inspection, and Quarantine. This marks the first time since the establishment of the Ministry of Environmental Protection that it has officially released national environmental standards, signaling a major step forward in China's environmental governance.
