The Ministry of Environmental Protection issued four national pollutant discharge standards

The Ministry of Ecology and Environment, in collaboration with the State Administration for Market Regulation, has recently released four new national pollutant discharge standards. This marks a significant milestone, as it is the first time the Ministry of Ecology and Environment has issued such comprehensive environmental protection standards since its establishment. According to an official from the ministry, these new standards will enhance emission control measures for pollution sources and strengthen the national system for monitoring and managing pollutant discharges. According to recent reports, the four newly issued standards include the "Interim Emission Standard for Coal Bed Gas (Coal Mine Gas)", the "Pollution Control Standard for Domestic Waste Landfills", the "Emission Standard for Pollutants from Heterocyclic Agricultural Chemical Industries", and the "Limits and Measurement Methods for Exhaust Emissions from Heavy-Duty Gasoline Engines (Phase III and IV)". Notably, the "Interim Emission Standard for Coal Bed Gas" introduces the world's first mandatory measures to control greenhouse gas emissions. By setting strict limits on coal mine gas emissions, it is expected to reduce annual gas emissions by 2.5 billion cubic meters, equivalent to approximately 37 million tons of carbon dioxide. The "Pollution Control Standard for Domestic Waste Landfills" updates the previous version by adding detailed guidelines on site selection, facility design, and construction requirements. It also mandates that both existing and new landfills must have complete wastewater treatment systems, ensuring that leachate is treated to meet strict environmental standards before being discharged. Special provisions have been made for areas with unique environmental needs, including specific limits on water pollutants. Additionally, the standard includes rigorous monitoring protocols for odorous gases generated at waste landfills. The "Discharge Standards for Water Pollutants of Heterocyclic Industrial Pesticides" represents the first national-level standard introduced for pesticide emissions after the Ministry of Ecology and Environment initiated the development of industry-specific discharge regulations. The standard addresses the unique production processes, pollution control methods, and emission characteristics of heterocyclic pesticides, setting strict limits for both conventional and industry-specific pollutants. Finally, the "Limits and Measurement Methods for Exhaust Emissions from Heavy-Duty Gasoline Engines (Phases III and IV)" sets more stringent emission limits, improves testing procedures, and enhances the durability of vehicle emission control systems. It also strengthens requirements for vehicle compliance and the installation of on-board diagnostic systems, ensuring greater accuracy and reliability in emissions monitoring. These updates reflect a broader commitment to environmental protection and sustainable development.
