On November 22nd, the official website of the Ministry of Industry and Information Technology released the “Conditions for the Standardization of Automotive Power Battery Industry (2017)” (hereinafter referred to as the “Draft for Comment”), and publicly solicited opinions from the society.

The "Draft for Comment" is a revision of the 2015 edition of the "Regulations on the Standards of Automotive Power Battery Industry". It is a device for powering a car that is configured to be used in a car and capable of storing and recharging energy to drive the car. , including lithium-ion power batteries, metal hydride nickel power batteries and super capacitors , excluding lead-acid batteries) manufacturers to manage.

Among them, the relevant provisions have caused great controversy in the industry: the annual capacity requirement for lithium battery cells has increased by 39 times, and the annual production capacity of metal hydride nickel battery cells has also increased by 9 times. The capacity requirements of supercapacitor monomer companies have been slightly more relaxed and doubled.

“The competent authorities can properly guide the development of the industry, but it is unrealistic to suddenly increase the capacity of lithium battery cells by 39 times.” Liu Yanlong, secretary general of the China Chemical and Physical Power Industry Association, analyzed the reporters and can meet this requirement. There are only a few or three, depending on the current capacity.

There are few new standards for power batteries, and there are few companies to go.

Only two or three people can reach the target

The "Draft for Comment" has raised the threshold for the production capacity of automotive power battery cells.

Article 8 of the "Draft for Comment", "Lithium-ion power battery cell companies, metal hydride nickel power battery cells companies, supercapacitor monomer companies have an annual production capacity of not less than 8 billion watt-hours, 100 million watt-hours, The annual production capacity of the system enterprise is not less than 80,000 sets or 4 billion watt-hours. It produces various types of power battery unit enterprises and system enterprises, and their annual production capacity needs to meet the above requirements.

According to the "Automobile Power Battery Industry Standard Conditions", the annual production capacity of lithium-ion power battery cells, metal hydride nickel power battery cells, supercapacitor monomer companies and system enterprises is not less than 200 million watt-hours and 100 billion yuan respectively. Liu Yanlong said that the industry association organized a seminar at the end of November, with more than 50 power battery companies participating. The concentrated feedback from entrepreneurs is that the 8 billion watt-hour rule is “too high” and should be adjusted appropriately.

"If it is implemented according to the annual production capacity of 8 billion watt-hours, it may lead to two or three monopoly oligopolies in the industry, which will not be conducive to the overall development of the power battery industry, and is not conducive to the promotion of the new energy automobile industry." According to public information, BYD's battery capacity at the end of 2016 is above 13 billion watt-hours, and will continue to expand production capacity in 2017; Ningde Times New Energy will have an annual production capacity of approximately 140-150 billion watt-hours in 2016 and a capacity of 20 billion watt-hours by the end of 2017. Guoxuan Hi-Tech has a production capacity of approximately 6 billion watt-hours in 2016 and a production capacity of 8 billion watt-hours in 2017.

Policy is a double-edged sword

Fang Jianhua, general manager of Hefei Guoxuan Gaoke Power Energy Co., Ltd. told reporters that the original intention of the competent department may be good, this is a warning signal to the industry. In order to reduce duplication of construction and investment in the lithium battery industry, the country hopes to increase the concentration of the industry and increase the international competitiveness of the industry. But this policy is a double-edged sword.

"If this policy is implemented, it may lead to the expansion of many enterprises that do not meet the requirements, which will intensify the structural excess that may occur next year." Fang Jianhua analyzed.

According to statistics from the China Chemical and Physical Power Industry Association, the actual production capacity of China's power batteries will be close to 100GWh by the end of 2016, but the actual demand this year is 20 GWh. Therefore, there has been a structural overcapacity this year: new entrants or poor quality companies. And the unqualified enterprise products will be seriously over-supplied, but high-quality battery products are still in short supply.

Fang Jianhua introduced that the material system and technology of the battery industry are still in the process of continuous evolution. If the excessive production capacity threshold is set, it will not be conducive to the development of some technologically innovative start-ups, and is not conducive to the overall progress of the industry.

Therefore, Fang Jianhua suggested that the scale of production capacity can be included in the "Guidance Opinions on the Development of Power Battery Industry" and should not be used as a normative condition.

Miao Zhenguo, vice chairman of Wulong Electric Vehicle Group, told reporters that at present, the lithium-ion battery industry is still in the early stage of development, and the level of technology is changing with each passing day. It is very dangerous to pursue scale alone. Capacity should be gradually expanded with the pace of technological progress.

The "Draft for Comment" proposes that the state implements the announcement management of automobile power battery enterprises that meet the requirements of this code, and enterprises apply on a voluntary basis. “Although the competent authorities said that this is a guiding document, the industry often interprets it as a binding document in the access policy category.” Liu Yanlong analyzed.

Liu Yanlong explanation, lithium battery enterprises are worried that if the conditions do not meet the specification requirements, can not enter the battery business directory. If you do not enter the battery business directory, then the car companies may not choose the battery products of the enterprises outside the directory because they cannot obtain financial subsidies from the central and local governments. This is the root cause of the strong response from the industry.

"From the perspective of fair competition, the industry's normative conditions should constrain enterprises from public indicators such as quality standards, energy consumption, safety and environmental protection, and should not be limited by the scale of production capacity." In June this year, the State Council issued the "Opinions on Establishing a Fair Competition Review System in the Construction of a Market System," requiring that policies formulated by administrative agencies must undergo fair competition review. Among them, in terms of market access and exit criteria, it is required that unreasonable and discriminatory access and exit conditions should not be set.

"If the entry of the battery catalogue is linked to the subsidy of the car company, it is debatable whether the requirements for the annual capacity scale of the "Draft for Comment" are unreasonable and discriminatory access conditions." Liu Yanlong analyzed.
