Palatine Rural FPD begins communication with the two Barrington fire departments

The *Daily Herald* recently published an article discussing the administrative adjustments being made concerning automatic aid agreements between the Palatine Rural Fire Protection District and the Barrington Fire Department, as well as the Barrington Countryside Fire Protection District. This change comes as the Countryside district prepares to become an independent fire department. The Palatine Rural Fire Protection District’s board of trustees has officially voted to end its automatic-aid agreement with both the Barrington Fire Department and the Barrington Countryside Fire Protection District. The decision will take effect on December 31, allowing all involved parties time to negotiate new arrangements before the split occurs. Chief Hank Clemmensen of Palatine Rural explained that after January 1, the district will need two separate automatic-aid agreements—one with Barrington and one with the newly independent Countryside. “We’ll be able to sit down with both agencies and renegotiate terms,” he said. He added that the vote to terminate the current agreement was more of a formality, as the transition had already been anticipated. Barrington Fire Chief Jim Arie confirmed that the village had already planned to develop a new agreement with Palatine Rural that reflects the upcoming separation. Clemmensen emphasized that any future automatic-aid arrangement must be fair and balanced, ensuring that all departments benefit equitably from mutual support during emergencies. Currently, Palatine Rural covers the eastern two-thirds of Inverness, while the western part, including areas near Ela Road just 1.5 miles north of their station, falls under the Countryside district. Despite this, Palatine Rural often responds to calls in those areas, effectively subsidizing service. Clemmensen noted that a fee structure might help offset these costs when there is little opportunity for reciprocal assistance. “Our board doesn’t feel we’re getting the same return,” he said. “It’s not fair to our residents to support another fire district for daily operations.” A spokesperson for Barrington Countryside said the district wasn’t surprised by the termination and expressed confidence that alternative arrangements would be made. They also mentioned that increased staffing in 2014 could influence future cooperation. Clemmensen stressed that it would be in the best interest of western Inverness residents for Palatine Rural to continue responding due to its proximity. However, he also acknowledged that his department cannot divert resources from its own community. If no agreement is reached, he suggested that Palatine Rural might consider expanding its jurisdiction. That would require a referendum in the Countryside district to petition for annexation.
