"No water control meter" solves the problem of drinking water in rural areas

In response to this problem, the county actively explored and consulted relevant data and found that there was no function of water meter pre-charging and water saving. In July 2014, the county water conservancy department and Anxi township government took the lead in Xishan Natural Village of Shangcun Administration Village, Anxi Township. Pilot projects were carried out to install a water fee collection model with “non-payment and then-used water” without installation of a controlled water meter.

The second is to establish a professional drinking water management model. The county adopts a contracted service approach, arranges three professional managers to carry out centralized training, and is equipped with a dedicated mobile phone (GPS positioning) and camera, and carries out unified management of the 100 controlled-release sterilizers that have been installed throughout the county, regularly checking and Maintenance, and monthly assessments, so that the 100 disinfection facilities will be used in practice to benefit the people.

The third is the establishment of drinking water management funds in place. The county invests 1.04 million yuan each year as a special fund for rural drinking water management after construction, strictly manages funds, and uses funds for special purposes, and formulates the “Long-term Management Measures for Rural Drinking Water in Yunhe County,” so that funds can be fully implemented and safeguarded. Due to the relatively large gap between farm houses in Xishan Natural Village, some villagers reported that when the local low-income rural households used large amounts of water, the rural households living above would experience no water use due to insufficient water pressure; in August this year, Anxi Township Government was in the county water conservancy department. With the support of the government, the introduction of “non-sourced water meter” from the outside to intelligently operate water for farmer households can, on the one hand, effectively curb the waste of water resources by the villagers. On the other hand, the village committees can collect water in a timely manner by paying the fees first. The fee is used for the management and maintenance of the drinking water project at the later stage, and it promotes a virtuous cycle of drinking water in rural areas.
